Key Accountabilities
  • Provide stewardship and oversee annual budget planning for capital projects in alignment with the capital projects strategy and overall financial matters, including project forecasting, budget reallocation and distribution between projects, cash flow management, audit, and taxation matters.
  • Lead the formulation of frameworks, procedures and processes for managing capital projects’ finances, including operational processes, transactional procedures, and other capital project financing and budget management controls.
  • Oversee and monitor overall reporting on capital projects’ financial health status to ensure cash flow management is on track and potential risks or extensions are mitigated.
  • Proactively recommend continuous improvement strategies and mitigate potential risks and / or issues through governance and monitoring frameworks, as well as corrective actions within project finance procedures, processes and reporting to promote overall effectiveness and compliance with regulations.
  • Establish relationships and maintain effective partnerships with key internal and external stakeholders, including financial partners, regulators, government officials, commercial networks, etc.
  • Provide strategic guidance and advisory to Project Finance Affairs team on managing capital projects’ finances and resolving any related issues to bridge knowledge gaps and build internal capabilities.
Preferred Experience And Exposure
  • Certified Public Accountant (CPA) or related certification.
  • Proven working experience in project financing or financial management for capital projects preferably within Government / Government-related entities.
  • Strong working knowledge of project financing including financial forecasting, budgeting, risk management and governance, transaction procedures and other related project finance activities.
