Key Accountabilities
  • Develop and maintain capital projects procurement standards, processes and guidelines according to best practices and regulations, and plan and conduct training sessions and / or knowledge sharing initiatives for government entities, Al Dar and Programme and Project Managers to create awareness and build their capabilities.
  • Lead the review of commercial terms of quotations and oversee the preparation of quotation overviews, inclusive of quotation analysis against market rates and its conformity to established standards and regulations and provide technical advice on negotiation strategies and other recommendations to enhance project quality and delivery.
  • Oversee the review of requisitions, examination of their accurateness and verification of actual payment certificates against budget availability in close cooperation with Project Finance and relevant approving authorities.
  • Lead technical procurement audits on capital project awards by Al Dar and other service providers to ensure they remain compliant with established standards and regulations and operate within their limits of authority.
  • Guide the analysis of the consolidated procurement spending and maintain a live list of government facilities, actual expenditure details in comparison to market rates and provide detailed periodic reports to highlight issues, areas of concerns or lessons learned to relevant stakeholders.
Preferred Experience And Exposure
  • Proven working experience within Purchasing / Procurement function within Government and / or Government related entities for capital projects.
  • Broad understanding of end-to-end procurement including, but not limited to market research, supplier fragility, negotiation, business continuity planning, subcontractor risk management, supplier surveillance, supplier performance, sustainable procurement, earned value management and control account management.
  • Working towards or have achieved Member of the Chartered Institution of Purchasing and Supply (MCIPS) or equivalent status (To be determined by ADEO).
